Standing on the porch of the 1782 Penelope Barker House, looking out across Edenton Bay, you hear gulls and a boat engine and, on a weekday, almost nothing else. The smell of marsh mud comes up off the water at low tide. That quiet is what first draws retirees to this town of about 4,400 on the Albemarle Sound. But the people who actually move here tend to name the same eight things, and they are not all scenery.
Here are the eight reasons retirees shortlist Edenton, followed by the two that most often send a few of them back looking.
1. The state income tax math
North Carolina exempts Social Security benefits from state income tax entirely. Military retirement pay has been fully exempt since 2021. Pensions from federal, state, or local government plans are exempt if the worker vested before August 12, 1989, under the Bailey Settlement. Everything else is taxed at a flat 3.99% for 2026.
For a Norfolk or Northern Virginia retiree living largely on Social Security and a military pension, that is not a rounding error. It is often the number that turns a someday plan into a spreadsheet.
2. Property taxes that stay low
Chowan County assesses $0.72 per $100 of value. The Town of Edenton adds $0.43, for a combined $1.15 per $100 in FY2026-27. A $500,000 home pays roughly $5,750 a year.
Homeowners 65 and older who meet the income test can claim the homestead exclusion, which removes $25,000 from the taxable value. For buyers relocating from Hampton Roads, Maryland, or Connecticut, this line of the budget usually drops, not rises.
3. You can walk the whole town
The historic district is compact. Coffee, the courthouse green, the waterfront, and the 1886 Roanoke River Lighthouse sit within about fifteen minutes on foot of one another.
For retirees who want to drop a second car, or who want the walk to be the default rather than a plan, that compactness is most of the appeal. It is also what keeps the town social: you run into the same faces on the same blocks.
4. The water is the back yard
Edenton sits on Edenton Bay at the mouth of the Chowan River, off the Albemarle Sound. Kayaks, small sailboats, and fishing skiffs launch from the waterfront. The Edenton National Fish Hatchery and its walking trails are a short drive away, and Merchants Millpond State Park is about 45 minutes for paddlers.
The Albemarle is one of the better freshwater sailing grounds on the East Coast, and it is minutes from the historic district rather than a weekend trip from it.
5. It is a working town, not a resort
Edenton did not turn itself into a seasonal set piece. The Edenton Cotton Mill and its mill village, listed on the National Register in 1999, sit about six blocks from downtown. The waterfront still works.
Retirees who want year-round neighbors instead of a summer colony tend to read that correctly, and like it. The town has a rhythm in February, and that is a feature for people who plan to live here all year.

6. There is a hospital in town
ECU Health Chowan Hospital, formerly Vidant Chowan, is a 25-bed critical-access hospital in Edenton. It handles emergency care, inpatient stays, and routine primary and specialist visits.
That matters more every year you live here, and it is more than many towns this size can offer. It is also not the whole story, which is why it is worth reading the first trade-off below before you fall for the porch.
7. The cost of entry is a fraction of the coast
A waterfront or historic-district home here costs a fraction of a comparable Outer Banks or Hampton Roads property. Retirees who want water access without resort pricing find the gap wider than they expected.
A lower basis plus lower carrying costs is what makes the retirement math work for people on a fixed income. The purchase price and the annual tax bill move in the same favorable direction.
8. A social fabric you can join
The civic culture is real. The Rotary meets midweek. The town green and the waterfront host events through the year. Chowan Golf and Country Club is a short drive. Historic Edenton runs tours and programs out of the Penelope Barker House.
In a town this size you do not have to work to find your way in. You show up once, and people know your name.
Where it does not work for everyone
Two things send some retirees back to the drawing board. Both are worth checking against your own situation before you commit.
Specialist medical care is a drive
Chowan Hospital covers emergencies and primary care. Complex specialty care, including cardiology, orthopedics, and oncology, does not. Those appointments route to ECU Health in Greenville, about 80 miles and an hour and a half out, or to Norfolk at 75 miles. Sentara Albemarle in Elizabeth City is closer, at roughly 45 miles.
If you have quarterly appointments, that is manageable. If you are managing a chronic condition with frequent specialist visits, this is the single factor that most often rules Edenton out.
Everyday retail and dining are thin
Food Lion covers weekly groceries. Everything past that, meaning Walmart, Target, Home Depot, and Lowe’s, is in Elizabeth City, about 40 to 45 minutes away. Weeknight dining is limited, and the restaurant depth shows up on weekends and in season.
Retirees who pictured a dense downtown with a dozen dinner choices adjust quickly. The ones who never looked at that honestly are the ones who leave.
The bottom line
Edenton is not for every retiree, and the ones who thrive here usually say the same thing: they knew what they were trading before they signed. The tax math is real, the property taxes are low, and the walkable waterfront core is genuinely rare at this price. The healthcare distance and the retail density are just as real, and they do not improve with familiarity.
Look at both sides of that ledger honestly. If they both sit right with you, Edenton tends to stick.
